The plan outlines 36 key initiatives and 106 specific measures across five major areas: industry, openness, government services, rule of law, and urban environment. Its goal is to create a high-standard business environment that fosters high-quality economic growth.
The action plan focuses on building a high-level industrial ecosystem, establishing a hub for high-standard opening up, enhancing government services to better support businesses, strengthening the legal environment, and improving urban environment for people to live and work in.
